Opportunities for the public to engage with meetings

Opportunities are provided to allow members of the public to represent their views to Council or Council Committees when they are considering items of interest to the community.

Petitions

A petition is a formal submission to the Council signed by numerous residents.  Typically, a petition draws the attention of Council to a particular matter or asks the Council to consider making a particular decision.

Taking into consideration that Council and residents transact business in various formats, petitions can be created in either hard copy or via an electronic on-line petition.

To comply with the Local Government (Procedures at Meetings) Regulations 2013 (the Regulations) petitions must:

  • be legibly written or printed
  • clearly state the request or submission of the petitioners
  • include the name and street address of each person who signed or endorsed the petition
  • be addressed and delivered to the Principal Office of the Council by either mail, fax or emailed to mail@onkaparinga.sa.gov.au.

Electronic online petitions must meet the following requirements:

  • the petition must clearly state the request or submission of the petitioners
  • include the name and street address of each person who signed or endorsed the petition
  • the petition must be addressed and delivered to the Principal Office of the Council by either mail, fax, or emailed to mail@onkaparinga.sa.gov.au

change.org petitions

Please note that petitions created through the change.org website do not have the function to include a street address and therefore do not comply with the petition requirements as set out in the Regulations.

If you create a petition through this website, we suggest providing supporters a separate email address and clearly stating at the top of the page that supporters will need to provide their name and address separately to that email address.

Petitions received in the correct form will be placed on the agenda for the next ordinary Council meeting in accordance with the Regulations. A summary of the first two pages will be provided to Council as an attachment to an initial report which sets out the request or submission of the petitioners.

Petitions received addressing development applications will be referred for the information of the Development Assessment Panel.

Requests for a petition to be withdrawn will be accepted from the Head Petitioner only.

When petitions are received that do not meet these requirements the Head Petitioner may be contacted by staff to clarify intent and to assist in processing.

The petition will be reviewed for errors, duplicate names and invalid entries.

Once submitted to Council a petition will become a public document and may be published in a Council or Council Committee agenda.

Deputations

A deputation may be made by a person or group who wish to appear personally before a Council or Council Committee meeting in order to speak on a particular matter.  Each deputation is allocated a 10 minute time limit in which to address the meeting.  Elected Members are invited to ask questions after each deputation.

A person wishing to appear as a deputation must deliver a written request (or use the deputation request form) to the Principal Office of the City of Onkaparinga at:

The request must be received by 5pm on the day prior to the meeting at which the deputation wishes to appear.  Any request for a deputation received after this time will be treated as a request to appear at the next meeting.

Upon the receipt of a deputation request the following process will be followed:

  • The Chief Executive Officer (CEO) will advise the Presiding Member (Mayor or Chairperson) of the receipt of a deputation request.
  • The Presiding Member will consider the request and advise the CEO of acceptance or refusal of the request.
  • The CEO will advise the requestor in writing of the acceptance of their deputation request (including the details of the date, time, location of the meeting and the length of time allocated for the deputation). Or the CEO will advise the requestor in writing if their deputation request has been refused.

If refused, the Presiding Member will report the decision to the next meeting of the Council or Committee. The Council or Committee may resolve to allow a deputation to appear despite a contrary ruling by the Presiding Member.

Presentations

Presentations provide an opportunity for community groups, organisations, Council officers or members of the public to provide a meeting with information relevant to a matter under consideration in a Council or Committee agenda.

Presentations are approved for inclusion in the agenda by the CEO.  Late requests for presentations will be approved by the CEO in consultation with the Presiding Member.

The duration is up to 10 minutes and is generally limited to one presentation per meeting.  Members will be invited to ask questions after the presentation.
