Description

In 1991 the first masterplan for the Seaford District Centre was created. Twenty years on there is a strong and vibrant community that calls Seaford home and with the fast approaching arrival of the extended electric train line, the future of Seaford is bright.

The Seaford District Centre Strategic Management Plan is a 20 year focussed plan supported by a five year action plan, prepared by the City of Onkaparinga in partnership with the Seaford community.  The plan, adopted 19 August 2014 contains a shared vision statement supporting five key aims and identifies five priority precincts for redevelopment.  Council alone cannot deliver this project; success will require council to work together with strategic partners and the community to turn this plan into reality by 2035.

Project Status

Implementation of this vision for Seaford District Centre will occur across an extended timeframe and involve both Council investment and private development undertaken by local landowners.

Over the last 18 months Council has worked with the community to capture ideas to inform an updated plan to guide the centre’s growth across the next 20 years.  Community feedback along with technical investigations and preparation of the Seaford District Centre 3 Park Reserve Precinct Masterplan open space study was used to create the Strategic Management Plan and an action plan to prioritise actions for the first five years.

Achievements to Date

  • The first edition of the Seaford District Centre community update – summer 2012-13 was distributed in December 2012, including a survey which closed in February 2013.
  • A community information day was held at the Seaford Shopping Centre on 17 January 2013
  • The first phase of community engagement was completed in February 2013 with the preparation of the Seaford District Centre engagement report.  This community feedback continues to inform ongoing work on the Seaford District Centre project.
  • A shared community 20 year vision to create a “vibrant Seaford” was endorsed by Council’s Strategic Directions Committee on 23 April 2013.
  • Seaford District Centre Community Reference Group session held 18 June 2014
  • The second phase of community engagement was completed in July 2014 with the preparation of the Phase 2 Engagement Report.  The community feedback will continue to inform ongoing work on the Seaford District Centre project.
  • Seaford District Centre Development Plan Amendment gazetted 31 July 2014
  • Seaford District Centre Strategic Management Plan 2014-35 endorsed by Council’s Strategic Directions Committee on 19 August 2014
  • Seaford District Centre 5 Year Action Plan endorsed by Council’s Strategic Directions Committee on 19 August 2014

There will be ongoing opportunities for the community to provide feedback on the Seaford District Centre project as individual elements of the project proceed towards delivery over the next five years. Next Steps

The next steps to be undertaken to advance the Seaford District Centre project are:

  1. Preparation of a streetscape concept from Seaford Rail Station to Main Street to be completed by 30 June 2015
  2. Commencement of detailed project planning and implementation of projects subject to budget and funding with timing guided by the adopted 5 year action plan.
